Which categories of equipment are covered

These entries name a category by where it is produced, so they reach every producer of that equipment outside the United States whatever the ownership of the company. They are the entries that carry a Conditional Approval route back to market. The dates and instruments also appear against each category above.

What makes an inverter covered

Both tests have to be met. This is our summary of the tests set out in the public notices named in the caption. Where the two differ, the notices govern.

The deadline to apply

Neither deadline is set by the public notice. Each category has its own guidance document, which DA 26-786 refers to but does not attach, and which is not published on the Commission's document host.

Power inverters. The guidance document, headed "Annex A: Guidance on Submissions for Conditional Approval for Foreign-Produced Power Inverters Subject to the FCC's Covered List" and dated 27 July 2026, states: "Applicants must submit Conditional Approval applications by January 1, 2028." Submissions go to Conditional-approvals@fcc.gov in machine-readable portable document format. We hold this document and have read it in full. We cannot link to it. Advanced robotic devices. The guidance document, headed "Annex A: Guidance on Submissions for Conditional Approval for Foreign-Produced Advanced Robotic Devices Subject to the FCC's Covered List" and dated 27 July 2026, carries the same sentence: "Applicants must submit Conditional Approval applications by January 1, 2028." Submissions go to the same address. For this category the Department of War decides alone. We hold this document and have read it in full.

Companies and services named on the Covered List

The Covered List also carries 13 entries that name a company, a service or a statute rather than a category of equipment, the oldest added 12 March 2021 and the most recent 21 July 2026. None of those entries carries a Conditional Approval route, so none of them can be answered by an application. They are listed here so this page carries every entry of Appendix A. Where an entry repeats another word for word, the wording here is shortened to the part that differs, and the full text of every entry is in the notice.

Source and method

Every name and date in the tables on this page is transcribed from Appendices A and B of Public Notice DA 26-996, released 18 September 2026 by the Public Safety and Homeland Security Bureau of the Federal Communications Commission, in WC Docket No. 18-89, ET Docket No. 21-232 and EA Docket No. 21-233. The counts are counted from those rows. Grant ledgers run newest first, and where several grants share a date they keep the order the notice prints them in. Appendix A is split here into the entries that name a company, a service or a statute and the entries that name a category of equipment, and each group is given in date order; the notice prints all of them as one list, in a different order. The same data is published as register.json. A later notice supersedes this page.
